Lack of Administrative Assistance Appauling!!!

I am disgusted at the lack of service from this medical scheme provider. I have been struggling since June to get my tax certificate (a standard document that they should have readily available). Everytime I call I get sent from pillar to post. 2 months later and I'm still without the certificate and yet again told by the arrogant manager Steven that I have to wait some more because apparently they can only email people in that company and no one has any sense of urgency or responding to emails.
