Refund of fees paid

In Sept 2012 I decided to further my studies, my sister felt terminally ill shortly after , called the college & explained circumstance, submitted all forms ,necessary documents, doctors reports but they refuse to refund the money and in turn told me that they'll keep my credit until I decide to study or alternatively i must find a student who wants to study and give them my credit and get the money from the student. Initially I requested an extension but soon realized due to the severe financial constraints and high demand of family's needs I am never going to be able to study! Is this legal to pay upfront for studies, unable to pursue it due to change in family responsibilities and the college keeps the money!!!!please help me I can't translate this into any justice at all.
