Paid in full, poor service and no refund and nothing to show for

I am writing to make a formal complaint against College SA. My complaint is that they failed to give me the correct information and have conducted in a poor and unsatisfactory manner. They have too failed to reimburse me my money spent for no services and study materials to which I have paid up in full
On the 14th of June 2012 I had registered with College SA for (all inclusive) advance diploma course in Marketing management. This course had cost me R44 123,00 to which I had opted to pay up over the first four months.
During the third week whilst waiting for me study material to still arrive. I had a call from my so-called tutor. They had called me to introduce themselves to me and asked me if I had received my study material. I then advised them that I have not yet received any materials yet but would like to cancel my studies as I have just found out that my wife was pregnant and was due to give birth in December later that year. The tutor then told me someone would call me shortly. A few hours later I had a call from a gentleman who said he’s from college SA and is the student adviser, I then mentioned to him that they do have a 30-day money back guarantee, I also explained my reason for wanting to cancel and maybe pursue my dream of studying further with the institute at a later stage of my life. He then asked me if I was fami**** with the study break option to which this I had only heard the first time. He had told me that the study break option can be used whenever I want to put in a study break and for as long as three months, also just before the three month runs up I may put in another three months and this cycle can repeat for as long as I feel that I’m not ready to commit to studying, he also proposed that h he would do me a favor since my wife was expecting that he would place me immediately on a study break for nine months and in April the following year I can decided if I want to activate my studies or submit another study break.
This at the time seamed very comforting and would save me from registering once again for the same course, so I went forth with his proposal. And the following year I had put in a study break for three months and once it was about to end I resubmitted another and another with different reasons motivating my study breaks,
I had spoken to a Carmelita Mckie last year and explained this whole situation and at that time of speaking to her was round about the same time i just got retrenched from my job and she then gave me a study break from the 01/05/2016 to 31/01/2016. till recently when applying for yet another study break I was informed that the rule have now changed regarding the limits of study breaks allowed annually, I would also like to mention that with till currently I have not received any study material and when I enquire, I’m told “study materials cannot be sent as no services can be provided during STUDY BREAKS and if I request my study materials then my studies will be activated.
With the new rules in place and still currently unemployed, I felt that I should resort to my initial choice of canceling my studies as firstly they cannot accommodate me and neither have I had any evidence of studies thus far from college SA.
In august this year I had app**** for a cancellation of my studies expecting to get my refund. A cancelation letter was completed by myself and had to be scrutinized by the board. On the 26/08/2016 my cancelation was approved; a few days had passed and no refund was presented. I then called the institute and was transferred to several different people till eventually I was informed to inquire at the refunds department. I then proceeded with this and a few day later got an email from a Marlene Swart (student finance: debtors clerk) that my request for a refund was declined.
My complaint is that I feel that I have been treated unjust, as I have paid in full R44 123,00 and have nothing to show for that amount of money. I do not even know what any of the study modules look like or consist of. I have not gained anything out of that large financial transaction, I too believe that by them refunding me would in fact not be a loss to the institute as no time, effort, materials supp**** or service rendered to me could have amount to what I’ve paid the institute as I have not gained from this.
To not get my full refund would truly be unjust as I could honestly put those funds to good use as I’m unemployed and am the bread winner and soul provider to my family of six dependence.
