No interest in my complaint and no responsibility

I called to report a driver who was obviously on his cell phone while driving. <br> The call center put me through to an individual who said the system was down and that I should call later. I told her it should be their responsibility to call me back if their system was down and thereafter she hung-up the call. It is terrible service and extremely rude.
