Coke Cola False Advertising

The new 2 litre bottle that is advertised to be returned for R9 is false advertising. In East London Eastern Cape we are charged normal price for this bottle which has a recommended selling price of R15. We pay R25 and get R3 back on returning this bottle. What's going on or is this just a way to get people to buy coke. Not happy and from response on Facebook I see there are other unhappy customers
