NO registration papers or number plates after more than 2 months

I purchased a vehicle from CMH NISSAN more than 2 months ago and STILL did not receive my registration papers or number plates . Every time I enquire about the progress regarding my number plates there is a new excuse by the Manager named Bennie Erasmus. Who will be liable for any damage to the vehicle in the meantime when anything happens to the vehicle i.e accident or theft? The car is currently not roadworthy as there are no license disc or number plates on. How can such a big company like Nissan not be able to keep their customers happy and fail in this regard?
