UNMET OBLIGATIONS,CONFOUNDED EXPECTATIONS,LET DOWN

I bought a second had car from Joel at CMH Steyns Auto Ford in Pretoria in September 2014. As part of the contract agreement, I demanded the owner's manual, because the car did not have one. The sales person, Joel, ensured me that he will order me a new owner's manual from a dealer and that he would contact me as soon as they receive it. He haven't called me since. I had to phone him several times, which lead to a follow up and phone call to the dealer. Only then he call me back to break the same news every time
