Doctor are playing with our lifes

I took my mother yesterday @chiawela clinic they gave her injection and refered her to koas hospital without the Dr referral note. When we got to koas hospital the nurse ask for the referral note we never had we then went back to the clinic to ask for the note the Dr said they don't have out referral my mother must go the koas hospital as a knew petiant and never mention that she was at chiawela clinic. So they also refuse to help her without a note. My mother slept in pain the treatment we getting in public hospital it shocking.
