unprofessional building manager

I stay in Parklands, Arcadia. The building currently has a new building manager who is totally unprofessional and rude. He even had the audacity to not knock but bang on my front door so as to break it down because of a supposed complaint about music playing from my apartment. This man passed several apartments with tenants who play extremely loud music 24/7 to come and bang on my door. In addition to that he recently made all tenants signs some type of agreement regarding the tenant rules. However, these rules only apply to certain tenants and are not being enforced. The building manager claims it's ok for tenants to pls ridiculously loud music and have parties in the corridors and parking lot after 10pm. However, the lease agreement I signed does not stipulate a time. He is rude and I find him to be ****** as these rules that he makes up apply to black tenants. Just today he insisted that a group of coloured and Asian people were allowed to play loud music n make noise because it's after 10pm, bear in mind none of these people are even tenants. When I confronted him about this he said its bot his problem and I should take it up with city property. So much for having a manager!!!
