Overcharging on my flat deposit

So after I went to Kempton Place on Saturday to do the final inspection since I was moving out, the caretaker met me in his office and asked me to sign a document with a list of expenses for damages that I had apparently caused to the flat that I was renting. The total cost was R1580, the highest amount according to him was for the cost of repainting the flat because I had messed the walls of the flat, I asked him why they would do an inspection without me being there, charge me so much money for something that I had not seen. I asked to see the wall, he said I couldn't, I asked for proof because I wasn't willing to sign, he didn't have anything he just wanted me to sign. I went to the management offices, I was furious and was assisted by Luke and they called Lance who assured me that he would call me on Monday and try to get to the bottom of things. This bear in mind is after the staff at Kempton Place called security on me to escort me out, for questioning my money. Today Lance calls and tells me that they have pictures of the two rooms that needed to be repainted, I asked him where they came from since on Saturday they weren't there. And according to Lance i messed the walls of the bedrooms, but Mashaba said I had messed the lounge and one bedroom wall. Which on is it exactly? After questioning him he told me that I wasn't being charged for the painting, but for cleaning the carpets of the flat, bear in mind that Mashaba on Saturday said I would be charged R500 for the carpets, an amount that I was willing to pay. So now which one is it? Why are costs being cooked up as they go? I questioned Lance but his story about the costs was changing, from being charged for the painting of walls, to being charged for the carpets, carpets that I was charged R500 on Saturday but today now its over a thousand rand. I have been hearing stories from tenants of Kempton Place about inflated prices and charges when one has to leave. I have seen it for myself. And there is no regard or whatsoever for peoples feelings, I was crying at their offices but all they wanted to do was to call security on me,for my money, I will discourage anyone from ever dealing with City Property. *******!!!!
