Not taking accountability and incompetence

Dear city property manager.

Please assist with the below matter.

In 2018 I moved in at one of your buildings(union club),when I moved in the apartment that I was renting had damages i.e the balcony window was broken and the carpet had iron burnes. I reported the matter to then caretaker of the building by the name of Tshepi that does not work there anymore and he said to me the building manager bu name of mpho makwela said to him that he can only fix the window but the carpet won't be fixed coz in order for the carpet to fix they need to remove the whole thing he is just going to put it on his notes that when I moved I there was that damage. Now that I moved out they want to charge me for the carpet damage that I didn't ruin, I even log the carpet problem on the log book by the security guards. Please help coz I urgently need this matter resolved and my deposit in my account by Thursday.
