Noisy cars and people

So I stay at Kempton Place and the problem is I stay at B block and all has been good so far but then before we moved in we were told that noise and parties are a no no... little did we know that was just a lie. We stay just one level up from the shops (B32*) and we don't have a problem with the noise during the day but then there are days when people will come and park their cars outside and start playing music loudly and talking and making so much noise that one cannot sleep peacefully and that time there are security guards around and they do not say anything to these people and the caretaker is also useless because we have reported the problem so any times but nothing is being done about this issue. how are we supposed to get some rest and enjoy our stay at Kempton Place is our problems are ignored. my brother and colleagues saw the place and wanted to apply and move in and rent there but no ways will I let them come and stay ata a place that does not care about their tenants. definitely moving out when my lease expires or even before that.
