No refund on my deposit for over 8 weeks

I was a tenant at City Property Plaza Place in Johannesburg, I moved out on the 3rd of September 2015 after officially giving 20 business days Notice, I called after 4 weeks to check the status of my deposit. I spoke to a lady called Busi Sibanyoni, she said deposits takes 3-6 weeks to be refunded. To date 7 weeks has lapsed and I'm on the 8th week now I haven't received my deposit. I called many times at their offices and sent her emails. No feedback I am getting, I am completely not happy with the service I am receiving, i paid my dues in time I don't understand why do I have to struggle to get my money back \ this portrays City Property as ******"an I'm sure there is a lot of people out there in my shoes"""
