FIX YOUR PAPERWORK!

I am very livid!!!! I app**** for an apartment in March 2015, it was approved and 31 March I paid the contract fee, rent and deposit. When I was suppose to move in I was told that the unit is not ready and the person occupying the unit went home for the long weekend (Easter weekend). Then they decided to move me to another small unit temporarily. I agreed because I was homeless. The person only moved out on the 9th of April and a new lease was drawn from then til next year. Come end of April I receive an email stating that I owe city property money amounting to 10 000. I called them and they said it was getting fixed. today I got an sms saying I must pay overdue rent amounting to 7000. Mind you i paid rent for this month. Where is all this money coming from? So they mean to tell me they willingly gave me the keys for free and told me to move in? What happened to the money that I paid in full? 3500(rent), 3500 (deposit), 1000 (contract fee)? End of April I paid the May rent which amounted to 3600. Now can city property do their paperwork and stop sending me threatening sms? They inconvenienced me already yet I have to pay for their mistakes? Sort this out!
