failure to put security control in the building

As I write the report I was chasing a ***** in our building at riccis place which is managed by Sam. On several occasion we laid complain about theft that happens in the building and we made a request that buglarproofs be installed towards our balcony they refuse. More laptop for tenants have been ****** and even cellphones from the rooms no action was taken either by city property or building manager. Every 6 months we receive rental increase but to a bad service and none is willing to attend to our problems the last thing a building manager could do wen there is a problem is run away from the building. There has been multiple number of cases registered with SAPS and no action was taken. And even building management group hasn't took initiative to see arrest or protection of tenants or improvement of security controls. Its so sad that even the security reaction unit is poor to point the can't help checking safety of tenants.
