Dirty Water at Theo's Place

So I moved into Theo's Place in June 2018, the water was looking funny. It has white small particles that looks like paint or dirty/old pipes. I thought this was due to the water not having been used. I made the Building Manager aware of the fact when he came to inspect the flat 2 months later. He confirmed that other people do no have this issue. Now I have been buying water to drink, because the water also has a funny taste. It even leaves my kettle white all the time, I have to constantly wash it, Am tired of buying water for consumption whilst am also paying a fee for water monthly. I have not checked with anyone at the flat if they have the same issues as I do.
