Didn't receive full deposit

I moved out of city property flats on the 28 Feb 2016, I had asked the administrators a week before about when will I get the deposit they said it would reflect end of March. End of March it was a struggle to just get someone to assist me in knowing why could I not get my deposit. After that I was told that R400 would be subtracted and go into cleaning my mat, mind you this is a place I left Very clean! Okay I tried to contest it but gave up because I knew it would be an ongoing case! Now I received my deposit on the 9th Apr after so much calling and asking! Only to not receive my full deposit! In addition to the money deducted for cleaning R400 more didn't make it to my account. In honestly tired of calling and being transferred from one person to another. Can the explain how does one go from getting R3340 to R2558,90?
