Dear city property

I am not happy with how we are treated as Tenants. I was having my family over security decide to use the whole bottle of pepper spray on us in a room with small kids. My electricity was cut off as early as 2 p.m. while other tenants played music so loud. If only we are being told before we move in that we will be staying in prison I was never going to stay with you.
