City Property Vuselela

I've rented in city property Vuselela Place since 2019 changed units 2021 to a bigger unit cause.. Cause I liked the place, safe convenient fir kids schools and good safe secure underground parking. Problem started when the noise outside was uncontrollable, people drinking right at the entrance and loud music all night for nights.. But even then there tenants inside were not noisy. Now 7th floor has tenants who seem to throw parties with loud music and smoke a'd smoke enters our rooms. We constantly have to call in security to intervene. What I do not understand is why do we have to call security about same thing over and over again.. Not just weekends but during the day as well like today on a monday when I cannot be on online classes without the noise from next door or hear my own TV. I don't know if it's all City Properties but Vuselela is not managing, the lease we have states clearly about noise, it states how many occupants should be at a flat at times and from what I know one signs in visitors and certain times and have to sign them out at certain times. 0lus there is chill area why do people use rooms to smoke and have loud music and the rules are not enforced
