City property robbing their customers

I recently moved out of russells place unit no 311 because my contract ended, the building manager didn't do an inspection before we moved out, and now they didn't give us our deposit back claiming they need to repaint the walls with our deposit when I approached them about it they told me it was my responsibility to tell the building manager to come inspect the flat so I can know what I'llbe charged for, and this is not the first time they do this I used to stay at center place where a similar incident happened when it's your time to move out they always find an excuse not to pay you back your deposit. They claimed R2000 from my deposit saying it's for cleaning the apartment before the next tenant move in. City property also treats tenants badly when they have to move out.
