City property just doesn't care about tenants' quality of life !

Almost 8 months later and I'm still subjected to the same old nonsense from my last review, never mind last year. Don't move into Essenby House if you're hoping for peace and quiet after a really long day because you'll be bitterly disappointed. It's almost midnight and for the umpteenth time, this menace of a neighbour decides its the perfect time to play his loud music that he happily sings along to without any regard for anyone else especially myself with whom he shares a wall. I can't keep being woken up at all hours of the night/early morning to calling the security guards every single time (or walk downstairs when I don't have airtime) all because management is too lazy to take effective measures as this guy doesn't care for warnings or fines or any other useless "solutions". He simply doesn't care!! I'm the one who's forced to make weekend plans just so I won't be subjected to his nonsense, which now extends to the weekdays too. It's flippin hell!
