City property is unfair

There is a leak from one of thier unit into mine it is damaging my wall and they are refusing to fix the damages

I have been communicating with Sindi since November 2019 about this member she gave me an impression that my wall will be fixed but last week Monday she changed tuned and said city property will not fix my wall
