bad service ever

I'm here to report how useless our caretaker in Essenby house is he never replies to my complains i do not know who to complain to because this is too much, I was told his the best caretaker by one of you consultant clearly his not to me, how do we resolve this issue who is suppose to help regarding this issue of kids making noise i sometimes work hybrid how am i suppose to work with these kids making noise,soon school are closing the noise level will be worse thorough out the whole day and we must suffer for what. kindly advise if you will be able to help or i look for alternative place where ii can move into because this is too much...where is the value for money in all this....washing line is dirty they enver clean it,some washing lines are broken we can not even hang clothes...this is too much....the survey i did what was it for because clearly i wasted my time by doing it because there no improvement at all.he stays comfortable where he stays in the corner with no kids making noise, he does not experience what we are experiencing that's why he doesn't care at all.
