Bad and unfair decision made

I was a tenant at Talis place (City property)where my lease was for 12 months, on my the day of moving out the buiding manager fail to do inspection,therefore the asked the another manager from the building to do so,on that day had commitments ( changing province) then i was told to sign the form to proof that inspection is done.2 3 weeks later i receive a statement of clearance with 3 pictures of small marks on the wall and they said the penalty is R8 200 for repainting.i emailed the Compain manager to lodge a complain as I didn't damage nor break anthing in the unit also to ask for re-inspection since I'm not satisfied , he then advise me that the unit is already painted in which he was lying as i went to the apartment and take photos to proof I then emailed him again and he did not repond but the building manager confirmed that the unit is not yet painted.I kept on calling but he never responded nor no call back then today I went to the office to speak to him directly since he was ignoring my calls, then he td me that they have concluded in discount i must settle R5 346 for marks on the wall in which i refuse however he advise the credit controller to continue with listing of ITC even though my complain is valid
