Apartment damages
Dear Property Management Team and Building Manager,
I am writing to formally report and document the water damage incident that occurred at Ricci’s Place, situated at 36 Rissik Street, corner Commissioner Street, following the restoration of the building’s water supply. I would also like to formally raise my concerns regarding the recurring electricity outages, inadequate contingency planning, and the ongoing lack of communication and responsiveness from property management.
The combination of these recurring issues and the manner in which they are being addressed has made my experience as a resident increasingly frustrating. I believe these matters require urgent attention, accountability, and a clear response from management.
1. Water Damage Incident and Circumstances Surrounding the Flooding
As you may be aware, residents were without water for approximately two days. Shortly after the water supply was restored, I was contacted by my partner, who informed me that water was entering our apartment through the front door.
Given the urgency of the situation, I immediately contacted the Building Manager and left work to return home and assess the damage personally.
Upon arriving, I discovered that a significant amount of water had entered the apartment and soaked the carpet covering a substantial portion of our living area. The affected carpeting cannot simply be removed, making professional water extraction, cleaning, and drying necessary to address the situation adequately.
I subsequently learned that two cleaning staff members had earlier discovered flooding in the hallway and had attempted to mop the affected areas. My understanding is that they initially suspected that the source of the flooding may have been one of two neighbouring apartments. However, despite discovering the flooding and observing its impact, the incident was apparently not reported to the Building Manager at the time.
When I contacted the Building Manager, I was informed that he had not been made aware of the situation by the cleaning staff. While I appreciate that he may have had other duties to attend to, I was concerned that the extent of the damage was not personally assessed by him. Instead, a security guard was asked to inspect the situation and provide feedback. To my knowledge, the Building Manager did not visit my apartment to assess the damage firsthand.
I was subsequently advised to wait for the tenant who was suspected of potentially causing the flooding. Although I initially complied with this instruction, I do not understand why I was expected, as the affected tenant, to become directly involved in approaching another resident to establish responsibility for the incident.
I believe that investigating the source of the flooding, coordinating communication with the relevant residents, and arranging the necessary inspections should be responsibilities undertaken by the Building Manager and property management. Having reported the incident promptly, I expected management to take ownership of the investigation rather than place this responsibility on me.
Upon speaking with the suspected tenant, he denied being responsible and demonstrated that his own apartment had also suffered water intrusion. This suggests that the actual cause of the flooding remains undetermined and may be related to another source, including a possible plumbing or building infrastructure issue associated with the restoration of the water supply.
What is clear is that multiple apartments along the hallway were affected. It is therefore important that management investigate the matter thoroughly rather than assume responsibility rests with a particular resident before the cause has been established.
2. Urgent Remediation of Water Damage and Carpet Cleaning
My immediate concern is the condition of the carpet within my apartment. A substantial amount of water was absorbed by the carpeting, and an unpleasant odour is already beginning to develop.
Given the volume of water involved, allowing the carpet to dry naturally may not be sufficient. Professional water extraction, deep cleaning, and drying are likely necessary to remove the remaining moisture and minimise the risk of mould growth, persistent dampness, unpleasant odours, and long-term damage.
I am concerned that any delay in addressing the damage could worsen the condition of the apartment and potentially affect the health and comfort of its occupants.
While the cause of the flooding and responsibility for the incident are still being investigated, I believe property management should prioritise the immediate mitigation of the damage and coordinate the necessary remedial action while liability is being determined.
I therefore request written confirmation of the following:
The steps being taken to investigate the cause of the flooding, including whether the plumbing and building infrastructure will be inspected.
The measures being implemented to address water damage in affected apartments.
Whether professional carpet cleaning, water extraction, and drying services will be arranged, and when these services can be expected.
Who will be responsible for arranging and covering the cost of the necessary remediation, pending the outcome of the investigation.
The process residents should follow to report and claim for any damage or losses suffered as a result of this incident.
Given the ongoing dampness and the potential for further damage, I request that the affected carpet be attended to as a matter of urgency.
3. Recurring Electricity Outages and Inadequate Contingency Planning
In addition to the water damage incident, I would like to formally raise my concerns regarding the recurring electricity outages associated with the substation supplying the property.
Over the past few months, residents have repeatedly experienced electricity interruptions, with some outages lasting longer than a week. Despite the recurring nature of this problem, residents are consistently expected to wait approximately 72 hours before an external generator is arranged to provide an alternative power supply.
While I understand that substation failures may be outside the property's direct control, the frequency of these interruptions raises serious questions about the adequacy of the contingency arrangements in place.
It is particularly concerning that, despite these recurring incidents, residents continue to experience extended periods without electricity while waiting for an alternative power source to be arranged.
Furthermore, residents are prohibited from using gas stoves and paraffin stoves on the premises due to safety considerations. This significantly limits our ability to prepare meals and manage basic daily needs during these outages.
The financial impact is also considerable, as groceries and other perishable food items stored in refrigerators and freezers are at risk of spoiling during prolonged power interruptions. This places additional financial strain on residents, who must bear the cost of replacing food that has gone bad.
I would appreciate a clear explanation of why it consistently takes approximately three days to arrange an external generator and what practical measures management intends to implement to ensure a more immediate and reliable alternative power supply when these foreseeable interruptions occur.
I recognise that management may not be able to prevent every electricity interruption. However, I believe that recurring disruptions of this nature should be met with adequate contingency planning and transparent communication with residents.
4. Communication, Responsiveness and Accountability
Beyond the maintenance issues themselves, I am increasingly concerned about the lack of communication, initiative, and follow-through when residents raise legitimate concerns.
In my experience, reporting issues to the Building Manager often requires repeated follow-ups, with little or no feedback provided. The recent flooding incident is a particularly concerning example: despite promptly reporting the matter, leaving work to attend to the emergency, and following up on the outcome of the inspection, I remain without a clear resolution or confirmation of when the necessary assistance will be provided.
I am also concerned that the cleaning staff apparently discovered the flooding without notifying the Building Manager and that, once I reported the incident, I was expected to approach another tenant to investigate the possible source myself.
These circumstances raise questions about the procedures in place for reporting emergencies, coordinating investigations, communicating with affected residents, and ensuring that maintenance issues are addressed promptly.
Having lived at multiple properties, I have rarely encountered this level of recurring disruption combined with what appears to be inadequate emergency preparedness and limited responsiveness. I would expect a property management team to have established procedures for handling such incidents and ensuring that residents receive timely updates until their concerns are resolved.
I believe residents should not have to repeatedly pursue management for assistance or take on responsibilities that should reasonably be coordinated by the property's management team.
5. Potential Early Termination of My Lease
The cumulative impact of the recurring electricity outages, water supply interruptions, water damage to my apartment, and the lack of timely communication has made my living conditions increasingly difficult.
I entered into this tenancy with the reasonable expectation that the property would be managed effectively, that maintenance emergencies would be addressed promptly, and that appropriate contingency arrangements would be in place for recurring service disruptions.
Unfortunately, my experience thus far has fallen short of those expectations.
Should the current water damage not be addressed promptly, and should there be no meaningful improvement in the property's response to recurring maintenance issues and service interruptions, I would like to explore the possibility of early termination of my lease.
I therefore request written clarification of the applicable early termination process, including the notice requirements, contractual conditions, and any potential costs or penalties that may apply under my lease agreement.
My preference is for these matters to be resolved constructively. However, I must also consider whether the current living conditions remain suitable and reasonable for me as a tenant.
6. Requested Action and Formal Response
In light of the above, I request that property management provide a written response addressing the following matters:
An urgent plan and timeline for the professional water extraction, cleaning, and drying of the affected carpet.
Confirmation of the investigation into the cause of the flooding and the steps being taken to prevent similar incidents.
Clarification regarding responsibility for the costs associated with the water damage and the process for reporting and claiming for related losses.
An explanation of the current electricity contingency arrangements and the measures being considered to reduce the waiting period for alternative power.
Clarification of how resident complaints and maintenance emergencies will be handled going forward, including communication procedures, response times, and accountability.
Details of the process and conditions applicable to early termination of my lease should these issues remain unresolved.
Given the ongoing dampness of the carpet and the potential for further damage, I request an initial response regarding the water damage and proposed remediation arrangements within 24 hours of this email. I would also appreciate a substantive response to the broader concerns raised above within a reasonable timeframe.
I am documenting these matters formally because I believe they warrant serious consideration and a coordinated response from management. I trust that the concerns raised will not be treated as isolated complaints, but as an indication that improvements may be necessary in the property's maintenance procedures, emergency preparedness, and communication with residents.
I look forward to receiving a clear, constructive, and actionable response, particularly regarding the urgent remediation of the water damage and the measures management intends to take to address these recurring issues.
Kind regards,
