Uncommunicated Install of prepaid meter

I arrived home tonight to discover a box with a customer interface unit in it.
Included was a prepaid electricity card from City Power and a brochure from a company named Empire Hexing.
No other instructions or guidance documentation given.
On further investigation I discovered that my old meter had been removed and replaced with a prepaid meter.
Here are my problems:
1. No warning or communication about the installation
2. I have no idea what to do next
3. I phoned the city power helpline to be told they can't help me and told me I must speak to the project and given the *** that is only available during working hours
4. I went to the city power website and the only option I have is register with a company called Prepaid24 - my read of their terms and conditions tells me I would be crazy to do so as clearly this is a third party service
5. To compound the problem I have no view of what this joke will cost
6. To top off the experience I have just received my electricity bill that is no less than R2000 higher this month - something that cannot be verified as you have removed my meter
Bottom line - INCREDIBLY BAD CLIENT SERVICE AND COMMUNICATION
