Unable to resolve fault

One phase of the three phase power coming into my property keeps on tripping. When City Power comes out, they replace the same breaker and a day or two later, it trips again. This has happened three time already within the past week. The breaker is obviously not the problem but City Power seems unwilling to look for the real problem.
