Totally unhelpful

Happiness in the City of Jhb is extremely unhelpful. I explained to her that I was unemployed for a while and that's why I couldn't pay my account but she just ignored me. I don't get ESP rates even when I was unemployed because the property is not in my name I inherited it. Then she demands a 30% deposit or I will get disconnected. I have just recently been employed so this is not possible. I am willing to pay every week but that is not good enough either. What I want to know is why Rockridge at 7 Gordon Terrace in Yeoville who were in arrears of around R 1.3 million got reconnected when they paid a mere R 5 000 deposit! Previously City of Jhb wrote off over R 1 million rand in prescribed debt. Also over a year ago I asked them to read my late father's meter there but to date nobody has been there for that unit,also they disconnected the electricity meter ages ago but are billing around R 30 000 per month for the last 2 years and they removed the circuit breaker and no electricity or water is being used. Beyond useless.
