Still in the dark City Power ... please send some candles!

Reported a faulty pre-paid meter on the 10th of Jan 2024, the City response email promised a reference number in 48 hours. Phone to get assistance the also cant help if I don't have a reference number. Emailed again on the the 19th still no reference number....still in the dark!
