Service Fee

Good day, can someone please explain to me how City Power keeps on taking 50% of all electricity purchases, for this month alone we bought electricity for R150 on Thursday the 17th of April, they then gave us R75 word of units then again R200 on Sunday and they gave us R100 worth of Units, i bought another R500 again today and they only gave R250 worth of Units, so according to my calculation for this month alone we were charged R335 for the month of April, we recently moved into this house and we never had any outstanding funds owed to City Power, now we only get half ever time, kindly revert back as soon as possible, according to my understanding we are supposed to pay a service fee of R200 monthly but this is not currently the case
