Prepaid Meter paid for but not YET installed

I paid for my prepaid electricity meter on 29 October 2015 after making 4 trips into Braamfontein, I was told it would be installed for R575 and within 21 days , I have now been charged R1194 and still NO METER INSTALLED they will not answer the phone or any of my emails and are charging me R8000 a month for electricity which I cannot afford, NOBODY WILL HELP ME I have been waiting 7 and half weeks now
