Pre Paid delay

I app**** for prepaid electricity with City Power Roodepoort, they then contacted me to go and pay the deposit, the deposit was paid the same day on the 7th September 2015. once i paid the deposit i was told to go back to the Roodepoort town hall to get the payment linked to the account, i did all of that on the 8th September 2015 the lady that helped me told me to contact Thabsile for the installation date. i contacted her on the 11th September 2015 and she told me it will be installed on the 19th September 2015, she gave me Bruce the installers number to get the time as i stay in a complex and need to give him access to the property. i called Bruce the 19th and he told me he will be at my house later that day and can not confirm a time yet, from the 19th until now the 1st October 2015 he has been giving me stories on the install, now he no longer takes my calls, i then called Thabsile and she told me that he lost all his job cards and they all need to be reloaded (very conveniently) the serves received from Bruce is not acceptable.
