Pre-Paid credits “used” during load shedding

How is it possible to use power during load shedding??? I took a photo of my meter when the power went off at 16:00 and then again when it came back on at 20:17 and I have somehow used 14.17kw while the power was all off!!!! This is half a days worth of power gone during the 4 hours of load shedding. I pay for power upfront, City Power cannot provide the said power and then they take half a days worth while they are not able supplying me with anything! How is the acceptable????
