Power outages

I don't get why block 13 (Doorfontein) always have power outages, it's an every month thing, we do get that there's blackouts however you cannot take electricity the whole day since Morning yet it was scheduled 12 to 2pm, in a month block 13 must have power outages 3 to 4 times, why is that? Surrounding areas hardly experience power outages but with block 13 its 3 to 4 times a month and it's a month to month thing, why?
