Power Outage

I have been having issues with elctricity tripping at my property for the last 3 or 4 weeks. Each time I log a call a technician comes and changes a fuse but electricity goes down the same evening or early the next morning. Last week technicians came and dug a trench in front of driveway, telling me that there is a problem with the substation next door to my property. The even told me that I seem to be connected to the traffic lights or neighbouring properties. This is explains my huge very huge bill which is something I have been trying to resolve with City of Joburg for a long time to no avail. The diggers have not come back to replace the bricks they removed. Power is down at my property as we speak since last night. I logged a call yesterday but I am told it was closed after technicians went out to the substation. I logged another call this morning (CP ********** ) but no technician has come around. I am not able to get through to the city power contact centre. It's all just a huge mess, going from pilar to post, doing the same thing every day (logging a call) and expecting a different result. Who do I escalate this matter to? Should I get my lawyer to assist
