Poor pathetic service from a money hungry no good useless city council of Jhb.

I call lastnight after 10pm with reference number CP***. Now my question is what's the purpose of the reference number system if I am waiting still 24 hrs later for city power to assist. I personally met up with a truckof city power who had told me he was waiting for a truck with a hoist. Now the impression I'm getting is they refuse to assist. I've received about half a dozen times sms messages saying my reference number is being escalated. My question is how many times does my reference number need to be escalated before it's taken seriously? My account is up to date with the city council of johannnesburg so I do not understand the reason for their refusal to comply with a request to repair the problem at the pole just opposite my house The problem lies on the City Council site not on my houses side. There is no reason for the person was that they are giving me I pay my rates and taxes so what is the reason for this s***** service??
