Overpaid & underworked

We app**** for prepaid meter in September last year as City of Tshwane meters are old & faulty & they have no interest in changing them as long as they getting their money, it said 3 months from date of application, after 3 months it went to 3-6 months now its 6-12 months. Do they even work at City of Tshwane or get paid to sit & do nothing
