Connection fee charge

Every time I load Electricity I'm being charged a Connection fee. Last I bought electricity for R150 then received 15.2kWh units, connection fee charge was R116.44, Terrif Total R15.15 and 14% VAT of R18.42. I have been trying to contact City Power for more explanation on this matter, sent emails to all the contact list around Johannesburg but still no reply. Tried phoning different City Power branches but no answer. Tonight just loaded Electricity for R100 and received 4.90kWh units which lasted for 10 minutes. I feel like City Power is *****ing from me, please help. I need answers on this connection fee which is charged all the time I buy Electricty
