Citypower don't care about our neighbors ******* connection to our house

I have called citypower many times for the ******* connection between us and our neighbors the neighbors are bridging our electricity and citypower doesn't want to come and fix it but they say we need to report I suspect they working with them because they refuse to come and fix the issue we had to replace burned items because of the ******* connection they don't care if they is any way to report this to any one higher because we been sitting in the dark for days when we call they don't come
