City Power employees being paid to do nothing

I recently had an issue with City Power, that caused me to get the General Manager involved to solve the problem. They came to replace my prepaid meter, without my knowledge. What's even worse is that they left the keypad with another neighbor and wrote the wrong address on the prepaid meter box. The meter guys only work from Monday to Friday and they came on a Friday to replace the prepaid meter.

What a disaster it was. At 21h00 our electricity went off. I immediately logged a call via their web app. Saturday morning I phoned the call centre to query the status of my call, it wasn't assigned yet. At 11h00, I phoned again the call centre to query, it was escalated to the service manager. At 15h00 it was accepted by a technician. At 19h00 the call was closed, yet noone came out to check. I started writing emails to the General Manager and every manager that I could find an email address for. Sunday morning I phoned the call centre again and asked why the call was closed. I was told that the technician was at my house, but he couldn't get entry to my property, which was a lie, because we waited. The call was given to a lady called Gloria. At 11h00 Gloria was at my house, she couldn't find anything wrong, accept that there is no current going to my house. This is when a neighbor told us that City Power guys were there on Friday and they changed the box and left the keypad with another neighbor. At 17h00 I got ahold of the neighbor and he gave me the keypad, thus we managed to buy units and our power was restored. Now I had another problem, my units from my old prepaid had to be transferred to my new prepaid, as you can imagine, it took City Power until Tuesday to sort it out, after going in and phoning everyone, but eventually Sipho who is the General Manager intervened and referred me to Nelson, who referred me to Emmanuel, who sorted it out. If it weren't for the General Manager, I would have still been without my units.
