Changing from Monthly Billing to Pre-paid with no luck

I have been trying to change my electricity from monthly billing to pre-paid with no luck. I called my nearest municipality they told me it can only be done next year without giving me any tangible reason. I then contacted head office JHB and they told me they also can't help me. I keep getting electricity bill with ridiculous amount and have never seen anyone from city power coming to take my meter readings
