Can never get ahold of the prepaid dept!!

I have been trying to get ahold of someone from the city power prepaid dept for the past 3 days! You keep us holding on calls for long periods of time to speak with a representative which never happens! I requested a call back as a result and when you call back it rings for less than a second! There is no chance to even pick up the call!!! I need someone to call me back urgently. Even when I am the first caller on the line. I wait continously. Do better!!
