a contractor was given a job card to disconnect the water supply on a property that was in arrears. the job card had an address, meter number, account holder on it. not known if this contractor can read or write. The water meter is clearly marked with the number and house number. despite all these, he closed the wrong water meter (my meter). he kicked the meter box several times to open it. I was alerted by my niece that someone was kicking the water meter box as she could see through the open front door. my gates were locked. I went outside the house talked to them through the fence. one was answering me a lot but they were both rude, arrogant, and disrespectful. the one who was answering a lot was inappropriately dressed in an undergarment (white vest). they both did not have identification or name badges. luckily the car was marked but very questionable. I was not aware of what they did. I asked if I can help. the tall guy in a white vest who was also the driver said in Setswana/Sepedi "KE TSWALETSE MEETSE, WA KOLOTA AKERE" no greetings. I said my account is not in arrears and I paid it just over a week ago. I said there must be some mistake or wrong address. he arrogantly said "I am 100% sure, wa kolota". his colleague or friend tried passing me the disconnection slip/receipt through the fence. i refused to take it at the time, instead offered to bring to them my proof of payment (paid on 10 Jan 20222, the incident was on 18 Jan 2022 around 14:26) then we can much both as I was certain there is a mistake. the tall guy in the vest insisted I was in arrears and there was pretty much nothing to discuss. I went back into the house, took my proof of payment which is printed on my latest statement, and the agreement for the arrears. I took a risk, went outside the gate through the small gate. what was running in my mind was the thought of being passed from department to department in the city of Tshwane trying to report water disconnection. I already had a terrible experience in December 2021 trying to get my electricity reconnected on an isolated case. the experience traumatised me. after minutes of comparing and reading both documents, it took him a while to recognize it was the wrong address and the wrong meter they just closed (that's why I have doubts if they can read or write). he did not say sorry or apologise. he had no remorse. instead he stated blaming me that acknowledged i was the person on the statement yet the only time he opened his mouth he said: "KE LEKALAKALA" which to me he was introducing himself as Lekalakala. then I asked if i can help and he said he closed the water meter because i owe money. Right in my face, he kicked neighbour's water meter. i must admit i was frightened for my safety. I was shaken. I had a job to hold myself upright.ther were so many loopholes. for starters my water meter was leaking and had just been replaced in less than a week. this meter was clearly marked. if he had insight into his work he would ask himself why there was some digging around the water meter, and that there was no way the city of Tshwane would replace the water meter if my account was in arrears without credit arrangement in place which I did on 10 Jan as well as report water leak at the same time but my water was never disconnected even prior to this incidnt. the meter had a number very clear and the house number. when i asked him why he not comparing the information on the job card information with information on the water meter before kicking it open he could not answer me but kept putting words in my mouth and blaming me for things I did not admit to. it was by God's grace i caught him in his act because it would have taken me weeks and weeks to get this sorted. I asked him to reopen my water supply, which he did, again he kicked the meter to open it. the meter is now leaking. I have just been to the office to report it and report him. i managed to take pictures of the car. unfortunately, they hid their faces but they consented to pictures and recordings on my mobile. I made them aware I am going to report this incident to the city of Tshwane as well as to the area/ward councilor. he did not care. they drove off, there was no apology said.
