Why does City of Tshwane not take action?

I have sent & phoned the City of Tshwane & had no response yet. If I did not made sure she signed an agreement with the debt collector of the City of Tshwane, this account would not have had the documents whereby she acknowledge her debt. I have also asked her to sign a contract with me to acknowledge she is responsible for the electricity account. Hereby my 1st email sent on 11/3/2015 addressed to Chief Financial Officer Andile Dyakala - \We have rented our house to Lucia Hlongwane who has an outstanding account of R142 207.79 with the City Of Tshwane.<br> I was refered to Mtimandze Project & Consultants (referred to as MPC) by the account department as they are the debt collecting company appointed by the City of Tshwane. Caroline Mabena is dealing with the account and Ms Hlongwane has signed an acknowledgment of debt and agreed to pay the arrears amount.
