Who is supposed to pay?

<p>I got a message from the municipality saying my rent is overdue with an amount of R662.69. I called city of tshwane and asked which rent because if it's for the property i recently bought i haven't moved in so it's not possible to pay for something i haven't used the lady assisting me said the amount was for water and sanitation. I repeated my statement " ms i haven't moved in how is it you bill me no?" I am told i have to pay these amount to avoid arrears. I understand that it's in my name but i can't pay for services i haven't used. </p>
