What is Miscellaneous charges City of Tshwane

I currently have rate account with city of Tshwane as other services we pay to the 3rd part (impact meter) now i have been paying my account this month statement has Miscellaneous Charges. Immediately call customer service no luck , i log querie on E-tshwane portal no respond. I further request clarity on their official facebook page no respond. I am very disappointed to City of Tshwane . I won't pay for this amount until someone tell me its for what and explain why i am charge for it.
