We experience a whole week with an electricity outage every now and then

We experience a whole week with an electricity outage every now and then. This only happens in our complex at In between 1229 prospect street only. We had a sewage issue for a whole month and a week and again it was only in our complex. These issues have been very repetitive since the year began and it every enraging. We report the issues and there is never any sense of urgency to it. Even now there is an outage and sewage all at once 😭😭. Please assist
