Water pipe burst

My water bill is costing me a fortune because the Municipality is not willing to assist with the water pipe that THEY bursted. The Municipality is the one who is responsible for this pipe to burst as they were doing some construction work at the street and failed to connect the pipes properly.<br> <br> I can not be paying water for R900.00, I have been going to their offices like forever with no HELP.<br> <br>
