Water leaking from broken meter

I reported a water leak from the meter placed outside the gate of my home on the 13 of April 2016 I sent an email to report the leaking meter and I was given ref no 739189, I phoned thswane municipal on the 17th april 2016 cause the water was now pouring from the meter and couldn't switch it off , lady by the name of Audrey advise that the system is off line and said I must call back the following day in the morning to check if its back online, i did only to be told that system is still off line. This is really frustrating. Our government said we must preserve water because of its scarcity but municipal is not helping to accomplish this goal.
