Water leakage not been dealt with for 2 weeks

There has been a water leakage inside the residence of the Ambassador of Oman now for more than two weeks. I have phoned the Municipality over and over and we get the same response. No one knows when it will be fixed. We have now entered the third week and still nothing has been done. What must we do to get the water problem fixed??? We had a water leakage expert go to the Residence to see if they could fix it and they reported that it was a municipality problem.
